Maintenance request portal for 300-unit property manager

We manage 300 units across 11 buildings. Maintenance comes via phone/email/carrier pigeon. Need: tenant request form (photo upload, category, access notes), triage board for our coordinator, vendor assignment with status tracking, and tenant status notifications. Nothing fancy — think 'Trello with rules'. Spanish + English tenant UI. If you've built ticketing systems, this will feel familiar.
